By virtue of P.U.(B) 119 dated 15 April 2009, the Legal Profession
Qualifying Board, Malaysia (‘LPQB’) has declared that any person who has passed
the final examination conducted by Universiti Utara Malaysia (‘UUM’) and
Multimedia University (‘MMU’) leading to the degree of Bachelor of Laws
(Honours) is a qualified person for the purposes of the Legal Profession Act
1976 (Act 166) with effect from 16 March 2008 for UUM graduates and 10 August
2008 for MMU graduates. Thus, a law graduate from UUM and MMU is exempted from
the CLP Examination.
The LPQB had also further decided that the said graduates are
given an exemption from the CLP Examination on condition that the graduates are
required to undergo the Training Programme on Conveyancing Practice, Drafting
Pleadings and Opinion Writing conducted by the Bar Council and obtain a
Certificate of Completion of the said training during their pupillage.
In the meeting held on 26 November 2012, the LPQB has decided
that holders of the Bachelor of Laws (Honours) degree from MMU for the
2009/2010 intake session and thereafter would no longer need to attend the
abovementioned Training Programme. The conditional exemption still applies for
holders of the Bachelor of Laws (Honours) degree from UUM.
As regards the Bachelor of Laws (Honours) programme at
Universiti Sultan Zainal Abidin (‘UniSZA’) in Kuala Terengganu, an Evaluation
Visit commissioned by the LPQB took place from 3 – 6 November 2012 in order to
determine as to whether the holders of that degree can be declared as a
qualified person under Act 166. The Evaluation Committee is in the midst of
studying the findings and recommendations by the Subject Evaluators with a view
of presenting its final recommendations for the consideration and decision of
the LPQB.
Thank you.
